		<description><![CDATA[Interesting Mr Salim, I suspect like is the practice in private equity.. you are more likely to see ROI of some sort giving the mullah to a group or ple that have done this before, ie have experience of shortfalls than newbies with a greater likelyhood to fall. This is under the guise that one&#039;s more learned and unlikely to repeat the same mistakes again. The case for that can go either way.

 Your last 2 points are more pertinent  but you guys as TANDAA have to wade through the murk to figure out a model that works for all eventually. Maybe awarding the already moneied companies means faster delivery coz they have the ready systems set-up, maybe  part of all of this is that they also end up a give-back mentor-tier that would help ur point No 3. 

Fine- if not sufficient due-diligence is carried out the  safe-fail way would be to dish out the bakes in phases and ONLY after certain criteria is fulfilled in each phase e.g spending 2 hours with 2 of the mentors.. and they approve or check and sign-off on what should have been done in that phase. Its not as tedious as it sounds especially with the ICT networks the Kenyan Community is galvanising.

 Anyhoo, tis a cool article, made me sorry to have missed the first part.. so i guess I shud see ya&#039;ll on Friday. Insha Allah.
